Bio

Robert J. Kasunic is Associate Register of Copyrights and Director of Registration Policy and Practice at the U.S. Copyright Office in the Library of Congress. He was appointed by the Register of Copyrights to this position on April 16, 2013. In this position, he serves as one of the four principal legal advisors to the Register of Copyrights and leads the three Divisions of the Office's Registration Program, the largest directorate within the Copyright Office.

Prior to this position, Rob served as Deputy General Counsel and Principal Legal Advisor at the U.S. Copyright Office where he advised the Register of Copyrights, senior management in the Copyright Office, the Library of Congress, and other agencies in the U.S.  Government, such as the Departments of Justice and Department of State on  domestic copyright law and digital copyright law matters. At the Copyright Office, Rob has been involved with a wide array of domestic Internet, technology, and Digital Millennium Copyright Act issues before the Office. He was the primary attorney in charge of the triennial Section 1201 Rulemaking process since its inception in 2000 through 2010, assisted with development of the Office's Orphan Works Report, and was involved in the Government’s position in numerous copyright cases before the U.S. Supreme Court, Courts of Appeals, and U.S. district courts.

He has been teaching copyright law for over 30 years and has been an Adjunct Professor of Law at the Washington College of Law since 2003. He also previously taught copyright law courses at the Georgetown University Law Center and the University of Baltimore School of Law. Before arriving at the Copyright Office, he ran an IP practice that included major copyright infringement litigation against the Baltimore Ravens and National Football League Properties over the team's former infringing logo.  Professor Kasunic has been a frequent speaker and panelist on copyright issues and is the author of a number of published law review articles on copyright law. He is a past Co-Chair of the Washington, DC Chapter of the Copyright Society, former Trustee for the Copyright Society, and a founding member of the Copyright Society's house band, Crude, Humble, and Obvious.
